The Colorado Legacy Foundation believes that increased student achievement for all Colorado students requires effective leaders in every school, effective educators in every classroom, and healthy and engaged students who come to school ready to learn.

The Colorado Legacy Foundation plays a leadership role in both developing and implementing reform at the state and district levels that originate from policy change. Through a generous grant from the Bill & Melinda Gates Foundation, we are supporting districts as the implement the Colorado Academic Standards , pilot the new educator evaluation systems, and support teachers with relevant and timely professional development. Members of our staff also have a leadership role on the State Council for Educator Effectiveness, which was charged with making recommendations to the state on how to implement SB 10-191.
State Council for Educator Effectiveness Report and Recommendations
The State Council for Educator Effectiveness is a 15-member council representing a diverse array of perspectives from across Colorado. The council was created by Executive Order and codified in statute via SB 10-191 to provide recommendations to the Governor, the legislature and the State Board of Education in developing and implementing the state’s educator evaluation system. This report includes detailed recommendations from the council, many of which were incorporated into the State Board SB 10-191 Rules.
