The Colorado Legacy Foundation believes that increased student achievement for all Colorado students requires effective leaders in every school, effective educators in every classroom, and healthy and engaged students who come to school ready to learn.

Effective Staffing Practices
The Colorado Legacy Foundation supports Colorado school districts in implementing Colorado Senate Bill 10-191. This legislation is making sweeping changes to how school districts evaluate educators for effectiveness and use data on educator effectiveness to make key human capital management decisions.  CLF has engaged The New Teacher Project (TNTP) to provide resources supporting the implementation of S.B. 10-191 provisions pertaining to teacher hiring and placement.  This work was made possible by the generous support of the Bill & Melinda Gates Foundation.

The information and recommendations provided in this document are based on the provisions of S.B. 10-191 requiring mutual consent hiring, and on the experiences and lessons learned in implementing mutual consent hiring in school districts across the United States.
